"Within one generation, nations can achieve a ten-fold increase in the efficiency with which they use energy, natural resources and other materials." Factor Ten (a 90 percent reduction in energy and materials intensity) and Factor Four (a 75 percent reduction) have entered the vocabulary of government officials, planners, academia, and businesspeople throughout the world.
